California ER Staffing and License Timing

California's Title 22 staffing rule caps ER assignments at four patients per licensed nurse. The limit falls to two critical care patients per licensed nurse or one critical trauma patient per RN. Hospitals can't average ratios across a shift. Agency nurses must receive orientation and demonstrate competence before taking responsibility for a unit. They're evaluated at least as often as hospital staff. Administrators, supervisors, managers and charge nurses with demonstrated unit competence may provide break relief.

California endorsement has a defined verification window. The Board of Registered Nursing asks applicants not to request Nursys verification before submitting the endorsement application, and the verification expires 90 days from the date of request. Endorsement applicants may apply online for a temporary license to begin work while the permanent license is pending. The 90 days measure the record's validity; license processing time is a separate question.

Emergency Room Travel Nurse Jobs in California FAQ

Can I work in California on my multistate RN license?

No, California isn't a Nurse Licensure Compact state. The NLC member map doesn't list California, so a multistate license from your home state carries no privilege there and you need a California RN license by endorsement before your first shift. The BRN's temporary license for endorsement applicants is what bridges the gap.

If I float out of the ER, which patient limit applies?

The receiving unit's patient limit applies, with more staff if acuity requires it. California's Title 22 staffing rule sets ratios unit by unit, and it bars a hospital from assigning a licensed nurse to a unit until the nurse has been oriented to that clinical area and has demonstrated current competence there. The ER's four-patient ceiling doesn't follow you to every unit.

Can I complete California fingerprints before traveling there?

A mailed FD-258 hard card works if you're outside California. The BRN fingerprint instructions require you to submit the license application first, and Live Scan has to be completed in California because the Board can't receive results from out-of-state Live Scan vendors. Hard cards carry a $49 processing fee and can take several weeks to a few months to process, so that choice shapes the timeline before any travel plans.

Is workplace-violence training paid for travel nurses in California?

Yes, required workplace-violence training at covered California hospitals has to happen at no cost to you and during paid time. Cal/OSHA's workplace-violence rule also requires employers sharing a site to coordinate so every worker receives the training, which covers the unit's identified hazards, when and how to seek assistance, alarms and escape routes, and the employer's plan. A general agency course doesn't by itself show that those local topics have been covered.
